Lory Irwin Promoted to Finance Director

City of Daytona Beach Shores Assistant Finance Director Lory Irwin was promoted to Finance Director, effective June 4, as Kurt Swartzlander becomes the new City Manager.

Irwin came to the city nine years ago as the Accountant in the Finance Department and worked her way to Assistant Finance Director in February 2017.

“Lory has served in a leadership role in Finance for several years and has proven herself to be excellent leader with strong skills in budgeting and financial reporting,” Swartzlander said. “She embraces Daytona Beach Shores’ conservative fiscal approach and commitment to financial excellence, and I know she will be a valuable addition to our management team.”

As director, Irwin will manage the Finance Department including accounts payable, accounts receivable and utility billing. She will prepare the annual financial reports, assist the City Manager in preparing and monitoring the city’s annual budget, administer the City’s investment program, ensure TRIM compliance, FEMA reporting compliance and preparation, and grant solicitation and compliance.

“Our goal is to ensure the safety and security of the City’s assets while providing the financial and accounting resources necessary to support the goals and operations of the City and the departments that serve it,” she said.

Originally from New York, Irwin attended SUNY Institute of Technology for her undergraduate and Master of Accountancy degree. She is a Certified Public Accountant and a Florida Certified Government Finance Officer.

Her first government position was as a printing manager for New York State’s Board of Cooperative Educational Services and later as a credit analyst for Farm Credit East. Upon relocating to Florida 11 years ago, Irwin served as a sales tax auditor for the Florida Department of Revenue and later as the accounting manager for the Council on Aging of Volusia County prior to finding her home with the City of Daytona Beach Shores. In addition to her public and not-for-profit experience, Irwin has worked in the private sector in banking and commercial printing and has co-owned a transportation business with her husband, Troy.

Irwin is the current President of the Volusia/Flagler Chapter of the Florida Government Finance Officers Association. She is also the city’s Emergency Management Liaison at the Volusia County EOC during emergencies.

She and Troy have two children and three dogs. She enjoys spending time with her family, exercising, gardening, and reading.
