Following severe weather on June 11, 2024, Governor Ron DeSantis issued Executive Order 24-115, declaring a state of emergency in Broward, Collier, Lee, Miami-Dade, and Sarasota counties. The order responds to the impact of Invest 90L, which caused heavy rainfall and flooding in South Florida.
The executive order states: "Invest 90L, a broad area of low pressure, began moving across the Florida Peninsula producing severe weather, widespread heavy rainfall with totals of 10 to 15 inches, and consequential flooding across portions of South Florida."
Preliminary reports indicate that the flooding has affected critical infrastructure including major interstates, state and county roadways, airports, schools, and other essential facilities. Additional rounds of heavy rain are forecasted for the next several days.
Governor DeSantis emphasized his responsibility: "As Governor of Florida, I am responsible to meet the dangers presented to Florida and its people by this emergency."
The executive order designates the Director of the Division of Emergency Management as the State Coordinating Officer for the duration of this emergency. The Director is authorized to execute various response plans and coordinate with federal agencies as needed. The order also includes provisions for activating the Florida National Guard and suspending certain statutes to facilitate emergency response efforts.
Section 7 allows medical professionals licensed outside Florida to provide services during this emergency free of charge under specific conditions.
This executive order is effective immediately and will expire in sixty days unless extended.
